What are our risk factors of obtaining a STD or HIV if me and my partner are virgins in sex?

I stated I will present information of why I believe government tax deductions and/or incentives have evolved over time to provide both good and bad, and wise and foolish incentives for our nation.
What I surmise to present in this post is this first example of why I believe the USA has evolved from the original founder’s anthropomorphism of human rights concepts into an obsession that overlooks wisdom and common sense precepts of the USA founders,
Good and Bad Government Incentives
Anyone who retired and took advantage of government sponsored 401K plans might agree with me that this government incentive was a good one.
Howevr, Obamacare may have provided what I would term, some bad government incentives.
For Example
Obamacare mandated all insurers must provide complete and unlimited insurance coverage may have contributed an incentive by certain members of the gay community to no longer fear the consequences of their medical high risk sexual practices.
Sexual practices that medical science has undisputable medical evidence of the origin of a major disease now considered to be classified as an epidemic in the USA. The CDC, Center for Disease Control, has been given huge sums of tax revenues to administer programs to provide assistance, medical programs, education, and training in methods to avoid HIV/AIDs.
Oh, Oh, More Homophobic Ranting?
Please, for those of you who are now discerning this post to be another bashing by another homophobic bigot, it is not my intention.
I am only using HIV/ AIDs and STDs in this first example because it best explains the point and reasons I intend to provide and make in this series of post.. .
The reason being that a virgin sex partners cannot incur these sexual diseases. Only persons who made a voluntary choice to risk a gay sexual, or their parent did, can obtain this communicable disease.
Drug addict causes are assumed voluntary.
Note I am excluding rape of pedophile reasons. .

In a previous post titled, King Solomon, Why Fear of the Lord, I explained the two greatest motivators of love and wisdom.

What is My Point?
Consider these two questions. Would a gay person, or for that matter, any person knew that they have a high risk of incurring HIV/AIDs or any STD, sexual transmitted disease, be more cautious if they and would have to either pay or die because the government would not help subsidize to pay their drug and medical costs? Would they either take measures to not engage in a risky sexual encounter to prevent the possible occurrence, fearing that they would have to suffer the consequence without any medical benefits provided by the government?
In other words,
Is the fact that government will help pay or subsidize the estimated one half million dollars per person for drugs costs in the life of an HIV/AIDs victim plus the other doctors and hospital costs for anyone who contracts a STD help to incentive their decisions not to take adequate wise precautions before engaging in unprotected sex acts?
Medical Evidence also recently reported that anyone who contracts HIV/AIDs, while recently the risks of death occurring have been reduced by drugs, yet their average lifespan may be reduced from ten to twenty years.
How Many Americans are Affected in the USA?
HIV/AIDS
At the end of 2014, an estimated 1.1 million persons aged 13 and older were living with HIV infection in the United States, including an estimated 166,000 (15%) persons whose infections had not been diagnosed
STD
110 million Americans have contracted an STD.
While not all gays are careless or foolish, some are or there would not be the above statistics would there? True or not, you decide.

As I stated, the original founders of the USA held a different vision than the present government.
For example, In his Book, Common Sense, this phrase was stated.
“The Lord helps those who help themselves.”
Fidel Castro
In a previous post, King Solomon, Fidel Castro, HIV/AIDS, I explained why the Cuba handled the AIDs epidemic 35 times more effectively than the USA.

In My Opinion
The USA is evolving in a different direction away from wisdom and common sense by the government providing incentives for citizens to no longer fear the consequence of their foolish decisions or actions.

I will provide more examples of other diseases that have evolved into epidemics because of the government healthcare incentives.
