King Solomon, Riddle of Where is the Outrage?


What is the answer to this riddle?

The Chicago Tribune article titled, Where is the Outrage?reported this question being posed by mothers of drug overdose deaths of their siblings.
The Purpose of This Post
Is to compare the reasons for the missing outrage of drug overdoses rage to the HIV/AIDs epidemics in the USA.  Posing the question as a riddle is not intended to make light of either of these deadly epidemics. Rather it is to hopefully help lead to the main reasons for the missing outrage, in my opinion.

What’s My Point?
I believe everyone might agree it is not wise to become a drug addict or to obtain HIV/AIDs now that everyone knows the causes and consequences of these two epidemics.
However, the problems continue in spite of warnings and medical advancements. While HIV/AIDs patients are living longer because of medical drugs, and President Trump has declared drug overdoses an epidemic and approved billions of funds, the problems still persist.
Why indeed then is the mother’s question, missing?
In My Opinion
The main reason is basically related to the numbers of the riddle. The numbers reveal the root reasons why the outrage is missing.
The epidemics have resulted in the deaths of approximately 200 million American siblings in the past 40 years at an age far younger than the average mortality rates in America?
The Riddle
How do the following numbers relate to the reason for the missing directions needed to add more greater degrees of outrage for the two deadly epidemics?
