Are we being manipulated by politicians and news media about the Budget?
The Chicago Tribune article titled, GOP, Not Trump, Owns this Spending Bill. The Article ends in a roundabout way, of accusing Trump of lying about not knowing what was in the 2018 Budget he signed.
However, if you compare the final Bill to what President Trump originally submitted in his May 24, 2017 Proposed Budget, he obtained what he proposed, except for all the items that were defeated by Congress in 2017 up to now.
The purpose of this post is to question who is manipulating who, about the final signed Budget. Was it because Trump had no choice because his GOP Congress failed, or because the Democrats succeeded in preventing him from his original budget goal submitted in 2017.
If so, why does the article appear in my opinion, to make Trump out to be a liar villain instead of reporting the facts why he had no choice but to sign the Bill or shut down the Government until the Democrats agree with his original budget, which is never, in my opinion.

Why is there so much distrust for politicians and media?
Is it because voters no longer have trust in their leaders because they are either incompetent, untruthful, or fools that believe they are more intellectual than their constituents?
“You can’t handle the truth and we politicians and media are more intellectual and wiser than you.”
I believe there are manipulative reasons why we voters are not being told the truth. There is both positive and negative manipulation. In fact, there are a host of explanations of psychological manipulations in the Wikipedia referenced below. However, nothing is decided as to whether it is wise or foolish manipulation.
