Are some California lawmakers and residents infected with a bacteria that affects their brain matter and results in travesty and distorted laws or views?

The Chicago Tribune published an article titled, Justice Department sues California over ‘sanctuary’ laws that aid those in U.S. illegally.
The response of California Governor Jerry Brown was to state, “these political stunts may be the norm in Washington, but they don’t work here. SAD!!!”
The 2012 Supreme Court decision affirmed that Federal Immigration Laws preclude State Laws in Arizona vs. Oyez.
What’s My Point?
I wonder if the California sun has distorted the minds of Legislators perspectives and logic of justice and equity. Do some laws passed in California appear to be travesty of justice and perhaps evidence of distorted views and brainwaves. that was described as “Madness and Folly.” by King Solomon three thousand years ago.
For Example
California has a Three Strikes Law for felons. Yet, recently an illegal immigrant felon who was deported seven times was acquitted in their courts after shooting and killing Kathryn Steinle.
California passed a Bill to change the sentence for someone who knowingly transmits HIV/AID to six months in jail.
Another Bill passed is to impose a penalty of one-year jail term to anyone who uses the wrong sex gender for a person who chose to become transgender.
The penalty for stealing and Oscar is up to three years in prison if convicted.
A California Mayor gave warning to Illegal immigrants with sex, robbery convictions among those who evaded capture.
In an Oscar ceremony, a female movie star was applauded by her peers for her ME TOO Movement views. This same actress called Harvey Weinstein a God. The same guy who is the villain who caused the start the ME TOO Movement. Even though of just about everyone in California probably knew what he was up to for years.

In My Opinion
The Jerry Brown view of Sad reminds me of a idiom. “Beauty is in the eyes of the beholder.”
I have a theory about people who live in California where the temperatures never reach below zero. I believe their brains become infected with some type of bacteria that blows about in the dry air winds in California. The bacteria is not prevalent in other States where there winters temperatures freeze and periodically kill the bacteria in the freezing temperature of winter seasons.
In other words their brains are affected by the bacteria and it affects their logic and reasoning.
Just kidding, or is my theory valid?
