I stated I will propose a definition and reasoning for religion, in my opinion, that could be applied by the Supreme Court to help control future terrorism in the USA.
Also, to address that Congress makes laws and the Supreme Court interprets the laws. If there is another terror attack in the future of catastrophic proportions, which branch of Government will you blame for lacking prudence and not adequately addressing a religion that teaches their members to become terrorists because of the First Amendment?
However, before I present the information, I believe an explanation of why rules that pertain to the First Amendment are required.

Let’s face it, our founding fathers had a lot on their plate at the time of the writing s of the Declaration of Independence, Constitution, and First Amendment.
Freedom was their main concern at the time. They first declared, then fought, and many died for their beliefs. One belief being that although the founders were predominately Christian, as evidence in the writings, they wanted freedom for all to choose any religion.
Modern warfare hardware changed the ability of people to revolt against any government power or political movement who controls modern weaponry. Instead of muskets and swords to use to gain power from despots, populations are now almost helpless against automatic fired bullets, canons, tanks, ships, mortars, gas, nuclear power, planes, etc. The result is the past century of wars have fueled mass exodus of helpless people to want more than freedom, but to survive from being killed or starving as a result of political conflicts.
Immigrants may not want to live in foreign countries with different cultures and religious beliefs, but they have no choice if they want to survive. Problem is some immigrants want to change the culture of a host country and insert their religious beliefs and cultures which conflict with the laws of the host countries. For example, some host countries in Europe allow Sharia law to be administered in Islam communities, the result being that instead of immigrants assimilating, they become isolated.
In the last century, an influential Muslim religious leader decided and promised that faith believers of Islam, who died for his interpretation of Islam beliefs and/or political cause, would become a martyr and be rewarded in their afterlife.
Unfortunately, the reality of life in our modern world is that millions of people still live in abject poverty or deplorable conditions. Many depressed and without hope for a better future. Many can be easily motived to become a terrorist or martyr if they are persuaded by forceful religious or political leader that they will be rewarded in an afterlife if they are killed or harmed after becoming a member who joins a jihad, religious cause, political oppression, real or contrived. Others young impressionable men or women may fall prone to political propaganda or even forced to become terrorists to avoid harm to their families or loved ones.
Islam does not have one supreme leader over all Muslim Sects. That in effect created the beginning of the description, as evidenced by another influential Muslim leader, Osama Bin Laden, who declared a Islamist religious Jihad to further his political beliefs resulted in what is now being defined as Extreme Islamist Terrorists”

When Congress decided to expand immigration to allow all world countries into the USA, the game involving religion changed. And when the game changes, new rules to separate the original concepts of the First Amendment are in order, in my opinion.
In previous posts, I gave examples of the present conflicts now occurring in the USA between well-meaning supporters of Islam immigrants and detractors that believe Muslims to be a threat in the USA. I also pointed out that the Supreme Court has never defined the word religion in legal terms.

Let’s face it, the majority of terrorists acts that have taken place in the USA consist of Muslims, a small segment of the USA population. Muslims with extremist religious views are a threat in the USA and have been costing 70 million dollars a week for added security since 9/11/2011.
To date that totals approximately 60 billion dollars, divided by approximate 3.3 million Muslims living in the USA, equates that it has cost USA taxpayers $18,000 per current Muslim resident living in the USA since 9/11/2011.

In my opinion, it is time for USA citizens to speak up about the First Amendment.
In My Next Post
I will present what, in my opinion, Congress needs to do to prevent and control an increase in the threat of terrorism in the USA. Keep in mind that the Supreme Court does not make laws, only interprets laws passed by Congress.
Since Congress decided it was in the best interests to the USA to open immigration to all world countries and cultures, in my opinion, Congress needs to clarify new rules to apply to the First Amendment.
Rules not to change the original intent of the First Amendment. Rules only to legally clarify and control misinterpretations and applications of religious viewpoints about the Frist Amendment.
The brief rules I will present are intended to apply to visas and immigration applications into the USA, along with tax exemptions being given religious organizations which may or may not be controlled by political forces or entities.
The rules are written to apply to all religions, not only Islam.
