Risk Analysis of Terrorism in USA, randomness vs. ignoring, a political folly?

In My Last Post
I stated I will present information about the risks of terrorism in the USA. The chance of being killed by a terrorist is 1 in 3, 709, 609.
Small Risk? 
When you compare the risks of randomness in life of dying from being struck by lightning or the result s of personal folly  choices made in a lifetime?
Should concepts of. randomness risk analysis considerations even be compared in relation to terrorism?  Or should terrorism be compared to Government and/or political folly considerations?

Wise King Solomon observed 3000 years ago the element of chance randomness in life.
Ecclesiastes 9:11New International Version (NIV)
11 I have seen something else under the sun:
The race is not to the swift
or the battle to the strong,
nor does food come to the wise
or wealth to the brilliant
or favor to the learned;
but time and chance happen to them all
.
However, 
Is it wise or foolish to ignore circumstances in life to control the chances that increase the risk of a harmful occurrence?
In other words, there are no guarantees for long life or riches. However, the risks in life can be reduced that are controllable, not chance,  if you obtain and employ wisdom in life..

in her left hand are riches and honor.
17 Her ways are pleasant ways,
and all her paths are peace.
What is My Point?
Anyone who studied Risk Analysis knows that what happened before is no guarantee it will be repeated. For example ,if you buy a stock fund today that has a great profit record, that does not mean in the future the stock profit performance will continue to rise in the future.
In a previous post, we know that Foreign-born terrorists who entered the country, either as immigrants or tourists, were responsible for 88 percent (or 3,024) of the 3,432 murders caused by terrorists on U.S. soil from 1975 through the end of 2015.
The percentage of Islam religious belief Muslims in the USA was small in 1975 and has been growing in recent years.  Islam poses a high percentage risk of terror by Muslims compared to other religion populations in the USA. Will the risks factors increase in the future as more Muslims enter the USA?
However, the risk analysis also points out that the vast majority of Muslims are not terrorists.
What Then Is My Concern?
It is that we are doing nothing to prevent the risk of terrorism from increasing in the future. While 9/11 had the highest number of victims, there are a lot of other ways to commit a deadlier terrorist act with far greater number of victims. One example is a nuclear dirty bomb for example. I will not comment on other methods to give terrorists more ideas.
Plus, terrorism is costing 70 million dollars a week more for Homeland Security ever since 9/11.
Consideration
Is it wise to simply stop or prevent all Muslims travelers into the USA, whether they are , students, relatives, immigration applicants, etc in order to reduce the risks and costs related to  terrorism?
You Decide
Is my role for speaking out this consideration another Islamophobic bigoted suggestion to end Muslim entry into the USA, or is it simple wisdom according to these two King Solomon proverbs?

A prudent person foresees danger and takes precautions. The simpleton goes blindly on and suffers the consequences. (Proverb 22:3)
In My Next Post
I will propose a definition and reasoning for religion that in my opinion could be applied by the Supreme Court to help control and hopefully prevent terrorism in the future.
Also to address another consideration. If there is another terror attack in the future of catastrophic proportions, which branch of Government will you blame for lacking prudence and not adequately addressing a religion that teaches their members to become terrorists because of the First Amendment?
