King Solomon, CA, GA, Wisdom, Madness, Folly, HIV/AIDS Chase?


You decide?

If interested read the Source Links about two recent Bills passed in California.
California
The first Bill is to change the sentence for someone who knowingly transmits HIV/AID to six months in jail.
The reason is because  HIV/AID’s drugs in existence can now prevent death even though a parson will not be cured. The maintenance drugs will cost about $500,000 in their lifetime and reduce normal length of their lifespan.
The second Bill is to impose a penalty of one-year jail term to anyone who uses the wrong  sex gender for a person who chose to become transgender.
In Other Words
California now considers anyone who knowingly transmits HIV/AID commits a lesser offense than acknowledging a transgender sex change.
Georgia
A state representative concerned about the rapid spread of HIV/AIDs in her state inquired why the State does not quarantine those affected to attempt to control and decrease the spread of the disease.. She later apologized, Why?
In a previous post, I compared how Cuba quarantined HIV/AIDs patients and the result was 35 times more successful than USA methods.

Then I applied myself to the understanding of wisdom, and also of madness and folly, but I learned that this, too, is a chasing after the wind. (Ecclesiastes 1:17)

What is My Point?
I wondered why Congress wanted to change Obamacare to allow States to decide how to allocate Medicaid Funds instead of the Federal Government.
By doing so, each State would have to manage how to spend medical funds.
I believe it would be a reasonable assumption that California will over time incur more HIV/AIDs patients and subsequent higher medical costs than another State might by attempting to reduce the disease. The end result will be that the voters in that State will be taxed higher rates to cover the resultant shortage of medical  funds.
Based on that assumption, the proposed Congressional change provides an incentive for States to manage their health care problems, some perhaps the result of their own choices and Legislative Bills.
Would that make better sense than the present Obamacare result of every State having to pay for the wise or foolish choices made by other individual State governing bodies.
