King Solomon, Illinois Legislators, Wise or Foolish?

While they discuss and ponder, the Chicago Violence continues, and continues, and continues.

In a previous post below, I explained the Chicago Police Superintendent travelled to Springfield to try to help pass a law for stricter penalties for repeat gun felons who are arrested and then released soon after by the Criminal Court Judges. The Legislators have been discussing and promising a decision since 2016, meanwhile the death and shooting continues, and continues, and continues in a steady stream of daily incidents reported over, and over and over again.
Violence in nothing new in history.  What advice did King Solomon give 3000 years ago when to act when problems occur?
King Solomon.
.” The beginning of strife is seepage of water; so desist before the quarrel erupts. (Proverb 17:14)
“he that sheddeth blood as water stirreth up strifes;’   therefore leave off contention, before it be meddled with; cease from it as soon as begun; leave it off before it is well entered: or “before one mixes himself” (p) with it, or is implicated with it; got so far into it, that it will be difficult to get out of it: or “before thou strivest with any openly”;  (Excerpt Gils Bible Commentary HERE)
If you falter in a time of trouble, how small is your strength! (Proverb 24:9)
thy strength is small; such who are truly gracious are not indeed at such times wholly without strength; they are in some measure helped to bear up; but yet their sinkings and faintings show that they have but little strength: (Excerpt Gils Bible Commentary HERE)
Rescue those being led away to death; hold back those “staggering” toward “slaughter.” (Proverbs 24:10)
Madness and Folly
If you read between the lines, part of the hesitation is because Illinois Legislatures are concerned about the costs to jail repeat gun offfenders. Yet, they are sympathetic to fund trauma aid to victims of crime.
I frankly cannot understand the logic of paying to help crime victims trauma caused by criminals  rather that jail the criminals to reduce having to help traumatized victims.
How much does it cost Obamacare to pay medical costs to treat the wounded victims who survive, over 4000 last year? Perhaps the difference is aiding victims of crime is Federally Funded whereas, to jail criminals is Illinois taxpayer funded?
Ancient Punishments
In a novel Excerpt I surmised how King Solomon, based on his proverbs, explained to the Queen of Sheba why they whipped criminals rather than jail them. The novel is a contemporary application how ancient proverbs still relate to our modern world.
Excerpt
“Your suggestion of confinement as an alternative means of punishment is valid but not always practical. The issue a community must face when they confine a person is the burden of feeding and guarding them. They must find a way for the prisoner to produce something of value to pay for their keep. If they do not, they will in effect be punishing the righteous that must work to pay for the subsidence of the wicked. Often, the prisoners wind up suffering more as slave laborers with cruel overseers who whip them anyway to maintain order. Remember also that punishment teaches others by example. Weal markings upon backs serve to remind all the consequences of their actions.”
You Decide
I am not condoning whipping criminals, but why they are allowed not to work to pay for confinement is a mystery to me and I surmise a lot of other taxpayers.
Are the reasons Illinois Legislators are slow to act because they are weak leaders, or would King Solomon consider Illinois Legislators as fools?
Or, are Illinois voters fools for electing legislators who are weak and indecisive at a time when both criminals and innocent victims are being “slaughtered” daily in “staggering” numbers in Chicago?
In My Opinion
The clue reason why voters give Politicians low ratings rather than praise is contained in this King Solomon Proverb.
It is for his good sense that a man is praised, but a muddle-headed person is a laughing stock. (Proverb 12:8)
