King Solomon, Math Hypothesis to Reduce Chicago Gun Violence?

Would using math and physics formulas help reduce Chicago Violence?

Politicians, Police, Social Workers, Illinois Legislators, Clergy,  Teachers, Parents, Residents, and Judges all seem to know what the underlining problems are, yet they languish on  implementing remedies.
  “That brings us to the Mathematical Universe Hypothesis, which states that our external physical reality is a mathematical structure.” 
For example, the reality of the Chicago Police complaining about making arrests of repeat gun violators only to be quickly released from jail. Would relating the problem to mathematics help Legislators decide the question whether or not  longer sentences would reduce repeat gun offenders?
Math Hypothesis Formula
X equals 14 years. (The average age of shooting victims is 18 to 34 or 14 years.)
Y equals 7 years. (The present prison term for repeat gun offenders.)
X minus y = 7
Math Conclusion Theorem
Adding 7 years to the average sentence will result in a significant reduction of criminals 18 to 34 years to be available to commit crimes, or be involved in shootings.

Could this external physical reality math structure hypothesis be a basis for reasoning for Illinois Legislators to make a decision whether or not to extend jail time to reduce the reality of repeat gun offenders returning to add to the number of Chicago Shootings?
