What do American Indians and King Solomon have in common to provide an immediate solution to gang violence in Chicago?

The Chicago Tribune has recorded the number of shootings and victims in Chicago beginning January 1, 2017. As of January 27, there have been 267 shootings.  I have no other information about the incidents other than what was reported.  The purpose of this post, is to hopefully promote a meaningful   conversation by our legislators to obtain solutions and begin to teach moral wisdom in our schools to find an immediate and long term solution to promote the general welfare of our city, state, and nation.
There is no one cause or solution for the violence. This post will focus on the gang violence.
Are Gangs Terrorists?
I believe gangs should be considered terrorists in a community. For example, most people in a Chicago high gang crime police districts will not witness against a gang member for fear of reprisal to both themselves or their family.
I personally in my youth have experienced trying to hopefully find allies to help me fight back when my Civil Rights were targeted by a gang. Frankly, I was warned by family and friends to do otherwise. Even my own grandmother of Italian descent warned me of her personal family experiences with the Black Hand Mafia which terrorized Italian immigrants in Chicago.
Hope and Rights are meaningless for both gang members and their victims, good or bad once they are dead. Anyone who is among the living has hope—even a live dog is better off than a dead lion! (Ecclesiastes 9:4)
If you believe I am wrong in classifying gangs as terrorists, I have included an article in the Sources below of how terrorists in the Middle-East recruit members for you to compare with how gang members in Chicago. For example, compare the same methods used to recruited young naïve members to become suicide bombers.
My son, if evil men tempt you, do not give in to them! They might say, ‘Come with us! We shall attack an innocent man. We shall destroy him. We will be as cruel as hell to that man.  We shall take his riches. His wealth will belong to us. Join us! We shall share everything.’(Ecclesiastes 3:10-14)
How Do These Proverbs Relate to American Indians?
Because proverbs advise the same solution that ended American Indian warfare in America. That is to sequester and require hostile Indians to move to reservations and govern themselves. While the reservations are by no means an utopia, it did provide a solution to quell violence. Kick out the troublemakers and things will quiet down; you need a break from bickering and griping! (Proverb 22:10)
I do not recommend allotting land permanently to gangs. Instead, we should do the same as Sheriff Joe Arpaio did in Arizona. Set up tent camps along with invoking existing emergency State and Federal Powers Acts, including suspension of bail methods that allow gang members to be released immediately after arrest for gang activities, gun possession, selling and distributing drugs, etc.
Failure of Government
I have also included in the below, references of legal reasons to invoke Constitutional Emergency powers and Bail parameters of Law including Martial Law when government or civilian authorities fail to function effectively.
Martial law is the imposition of the highest-ranking military officer as the military governor or as the head of the government, thus removing all power from the previous executive, legislative, and judicial branches of government.[1] It is usually imposed temporarily when the government or civilian authorities fail to function effectively (e.g., maintain order and security, or provide essential services).
Judicial trials and judgement to occur in a more pragmatic time and place taking into consideration that immediate bail release of gang members pose an immediate threat and intimidation of crime victims and witnesses living in communities threatened by gangs.
Social remedies and incentives will hopefully repatriate gang members to want to return to society and not return to recidivism. Learning by seeing gang members disappear from communities is a time proven solution of teaching by example.  When the scoffer is punished, the naive becomes wise; But when the wise is instructed, he receives knowledge. (Proverb 21:11) 
What is My Point?
Government must be responsive to the Rights of all law-abiding citizens. Justice for victims of gangs are not being served by a government that allows good people to be punished by bad people. It is not right to make an innocent person pay a fine; justice is perverted when good people are punished. (Proverb 17:26)
Anyone who believes confining lawbreakers to sleep in tents outside for a periods of time should consider what American military personnel and American Indians experienced. Frankly, I survived tenting and enjoyed the experiences when I was a boy scout in my youth, and a Boy Scout Leader while learning and experiencing outdoor survival skills at the same time..
or looks the other way rather than consider the effects of allowing gangs to continue unabetted. . A prudent person foresees danger and takes precautions. The simpleton goes blindly on and suffers the consequences. (Proverb 22:3)
You Decide
Is Chicago government, based on current violence and murder rates failing to function effectively? Is this solution too harsh for what are mainly basically minority young men and women in mainly poor and imporverished neighborhood? Do you know of a better solution to end the violence?
