King Solomon, Police Controlled Burn Wisdom?

Should police and firefighters join forces when being assaulted by mobs?

The video of two police officers being doused with water, which is an assault during a commission of lawful arrest, is a sad example of the breakdown of law and order in the USA.
The Purpose of This Post
Is to suggest the police and fire department wise up, and team up, the next time officers are confronted by mobs during the lawful commission of their duties.
King Solomon
Without wood a fire goes out; without a gossip a quarrel dies down. (Proverb 26:20)
What’s My Point?
Two policemen alone being confronted by a mob results in an uncontrollable confrontation. Police have to either back away or call for backup to control the mob.
Seeing the video and recalling my own police experiences as an auxiliary police officer who has called for backup on occasion, can sympathize with these two officers who decided it was better to be humiliated and walk away, They  knew that in time, they would later on arrest the offenders recorded on tape.
However, it also brought to mind another alternative based on the idiom “fight fire with fire.”
In other words, police are trained how to take control in the commission of their duties. When they are outnumbered by a mob throwing water at them, I wonder if they could have called for backup and assistance from the local fire department to assist them control the mob by spraying water back at the mob.
In My Opinion
Fighting a fire using controlled methods of lighting another fire in the path of a fire out of control results in another meaning of the above proverb. Instead of sending in more police to physically confront the mob, same as adding wood to a fire creates a bigger fire, started by gossip among the mob that the police are oppressing them instead of protecting them.
If a firetruck assisted the police by spraying water back at them, perhaps this would be a wiser method to control mobs when police are being assaulted by a mob during the commission of their duties.

You Decide
Without wood the fire goes out, or, without water the fire burns hotter?
Should police and firefighting personnel team up to control excessive mob gossip burning in the minds of hot-headed mobs?
Is this a wise or foolish application of this proverb?
