King Solomon, Vindication by Who?

Where did the Mueller report obtain the power to “exonerate” anyone?

The Chicago Tribune Perspective article titled, The Mueller report is no vindication of Trump, reports a columnist’s opinion, “While this report does not conclude that the President committed a crime, it also does not exonerate him.”
The Purpose of This Post
Is to question the purpose of the Mueller investigation authority to exonerate anyone.
King Solomon,
An unfriendly person pursues selfish ends
and against all sound judgment starts quarrels.
Fools find no pleasure in understanding
but delight in airing their own opinions.
When wickedness comes, so does contempt,
    and with shame comes reproach.
The words of the mouth are deep waters,
but the fountain of wisdom is a rushing stream.
In a lawsuit the first to speak seems right,
until someone comes forward and cross-examines. (Proverbs Chapter 18))
What’s My Point?
In a Citizen Tom Post, he made a comment about the statement in regards to “exonerate” of this issue as follows:
@Scatter wisdom
Sad describes it. Mueller appointed a bunch of Democrat lawyers to help him because he is a Trump partisan? Because Mueller is a Trump partisan, Mueller’s team hounded anyone they could who had anything to do with Trump into jail and/or bankruptcy, and to add “credibility”, the Mueller Team indicted Russians they were unprepared and never intended to prosecute? In his report, Mueller makes the point of saying he could not exonerate Trump of the charge of obstruction of justice because he is a Trump partisan?
When are people going to figure out a prosecutor cannot exonerate anyone? We don’t expect prosecutors to prove a negative. That’s not logical.
Mueller’s job, supposedly, was to find evidence that Trump conspired with the Russians to steal the election. Instead of evidence against Trump, Mueller “found” the Golden Showers dossier, and he ignored the fraudulent nature of this “evidence”. Why? That was evidence against Democrats and corrupt officials.
In My Opinion,
If you take the time to discern the authority of Mueller, isn’t Citizen Tom’s comment a valid common-sense logical observation?
As for what Congress wants to now do, that was not proven after 25 million dollars and numerous investigation times, witnesses, subpoenas, reports etc. etc., perhaps Congress needs to “get a life,” and start making suggestions how to solve problems of the USA and make suggestions what they propose to do so voters can discern who to vote for in 2020.

You Decide
Should Congress do something else with their time in office other than to complain about Trump who has now been proven to have won the election because voters got fed up with “empty suit politicians?
Should the Chicago Tribune read and take the advice in Proverbs Chapter 18 which appears to apply to their Perspective.
Regards and good will blogging.
