Who in Congress approved bump stock for rifles used in Las Vegas massacre?

I read two articles (Sources below), in the Chicago Tribune today that implied the GOP is  responsible for approving bump stocks on rifles that modifies a semi- automatic rifle to fire a rapid as a machine gun.

The articles first briefly mention that Congress during President Obama term, approved bump stocks and then blame the GOP for being responsible for squelching Congress efforts for bipartisan action to outlaw bump stocks and impose gun control.

Who is responsible for approving bump stocks?

What’s My Point

In my opinion, news media is corrupt rather than righteous by writing articles that try to pass the buck about what political party approved the bump stock.

Every member in Congress, who by voice vote only,, approved bump stocks possibly so as not to have any trace back to their actual vote, shares responsibility for the possibility of the Las Vegas massacre.
